How to decide when you cannot tell what you want
A decision you keep circling is usually three questions wearing one coat: whether the thing itself is sound, whether this is its season, and what would have to be true before you could move. Untangle them and most of the fog is gone, whatever you then use to answer them.

Judge the ground first: is the thing itself sound, as it already is, not as it might become. Only then ask about timing. A sound matter in the wrong season feels exactly like an unsound one, and people leave good things because the month was wrong, or fix a date to a thing that was never firm.
Name the condition
Most stuck decisions are waiting on one unverified fact that has never been said out loud: whether the money is actually workable, whether the other person means what they implied in June, whether the offer still stands. Write the condition down as a sentence that can be checked, check it, and notice how much of the deciding was really waiting.
Give the question a form that can be answered
What should I do with my life cannot be answered by anyone. Should I take the Rotterdam offer before the first of the month can be. If you cannot phrase your situation as a single answerable question, that is not a failure, it is the diagnosis: the decision is not one decision yet.
